Commissioner Hovis made the motion to place an issue on the Nov. 3, 2015, ballot to read as follows:  Shall the County of Wayne place a local use tax on out-of-state purchases to eliminate the current sales tax advantage that non-Missouri vendors have over Missouri vendors at the same rate as the total local sales tax rate, currently one and one-half percent (1.5%), provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed $2,000 in a calendar year.  Commissioner Henson seconded the motion. The motion carried by vote: Commissioner Polk (Yes), Commissioner Hovis (Yes) and Commissioner Henson (Yes).
